The South-South Global Assets and Technology Exchange System (SS-GATE system) was launched in 2006 by the United Nations Development Programme (the Special Unit for South-South Cooperation: SU/SSC).The SS-GATE System consists of three tracks:
Track I: Technology and Assets Exchange: To facilitate exchanges of assets, technology and financial resources among SMEs in the South
Track II: Small Infrastructure Exchange: To foster public-private and triangular partnerships on small infrastructure projects in the South
Track III: Under-funded Development Projects Exchange: To assist in matching demand and supply of contribution and partnership opportunities for under-funded development-related projects

The pilot operation of the Track I: Technology and Assets Exchange commenced in August 2007, supported by the Special Unit for South-South Cooperation, UNDP and ministry commerce of China. Track I is operated by the Shanghai United Assets and Equity Exchange (SUAEE), located in Shanghai, the People’s Republic of China.
“Technology and Assets Exchange” is a global non-profit transaction platform to facilitate matching Small and Medium Enterprises for technology transfer, assets transfer and project finance with supporting services in order to contribute to the poverty reduction in developing countries, targeted in the Millennium Development Goals (MDGs). It is implemented through the membership of Participating Organizations (POs) of the Collaborating Networks: TECHNONET Africa, TECHNONET Asia, the Islamic Chamber of Commerce and Industry (ICCI) and the China-Africa Business Council (CABC).
The pilot operation aims to demonstrate the effective operational mechanism through matched successful transactions and explore sustainable mechanism for the full-fledged operation.
